Background
Initiated by recurring questions in the bvitg’s Interoperability Forum and in the Medical Informatics Initiative, the Consent Management Working Group was formed as part of the Interoperability Forum to reconcile the current lack of interoperability of standards, formats and tools and to define a uniform FHIR-based profile for consent templates and enable improved mapping of consent content with FHIR.
The implementation guide and the associated FHIR profiles pursue this goal,
- To provide relevant specifications for the implementation of consent management solutions using FHIR in Germany on a case-by-case basis in order to ensure interoperability.
- To provide a common basis for specific profiles in order to ensure the interoperability of overarching core information.
- To define generally valid code systems and value sets in the context of consent management. Version 1.1 of the implementation guide, which is being voted on here, essentially contains the following adjustments and enhancements compared to the currently valid version 1.0:
New version of the guidelines in 2024
The guide has been completely revised with regard to opt-in and opt-out including revocation and objection, including
- Definition, profiles, explanations and examples for Consent and QuestionnaireResponse expanded
- CodeSystems and ValueSets expanded
- New category of consent resources: Resulttype
- DocumentReference can also refer to external documents
- Glossary and graphics updated
The Consent Management WG is now asking for comments on the stable Ballot version by January 31, 2025.
